EV and EV Charger Incentives for Public and Non-Profit Fleets
New Jersey's Clean Energy Program aims to achieve a 100% clean energy future. Through the Clean Fleet EV and EV Charging Program, local, state and nonprofit entities are eligible for incentives toward the purchase of battery electric vehicles, Level 2 EV charging equipment and direct current fast chargers (DCFCs) for their fleet charging.
Awards for eligible entities include:
- Up to $4,000 for eligible light-duty battery electric vehicles (BEVs)
- Up to $10,000 toward the purchase of eligible Class 2B-6 BEVs
- Up to $5,000 each for public Level 2 charging equipment (up to 90% of the cost of the charger)
- Up to $4,000 for fleet Level 2 charging equipment (not available to the public) up to 90% of the cost of the charger
- Up to $180,000 for DCFC stations (up to 90% of the cost of the charger)
- Up to $5,000 toward make-ready costs for fleet Level 2 charging equipment (up to 50% of cost)
- Up to $50,000 toward the make-ready costs for fleet DCFC charging stations (up to 50% of cost)

Overburdened Municipalities are eligible for bonus incentives. See below for more information.

Eligibility Requirements
Incentives are available to local, state, and nonprofit entities including:
- Local government
- Local government entities
- Local schools
- Nonprofit organizations
- State government
- State agencies
- State boards or commissions
- State universities
- County government
- County authorities
Vehicle Eligibility & Application Guidance
All new and used BEVs between the Federal Highway Administration (FHWA) Classes 1 and 6 may be eligible for incentive funding. Light Duty passenger vehicles and pickup trucks are eligible for a $4,000 incentive. Medium duty vehicles are eligible for a $10,000 incentive.
Applicants are encouraged to review planned vehicle purchases in detail and select the appropriate incentive amount. A vehicle’s specific configuration, trim, or model year can impact Gross Vehicle Weight Rating (GVWR).
Phase 2 incentive values can only be decreased, never increased, should the final vehicle purchase be different than anticipated during Phase 1 application submission.
As of January 2026, eligible vehicles include:
Light Duty Vehicles (Class 1 to Class 2a)*
Eligible light duty vehicles, qualifying for a $4,000 incentive, meet the following criteria:
- Class 1 (Up to 6,000 lbs) - All two-axle, four-tire electric vehicles with a GVWR up to 6,000 pounds. Examples of vehicles typically in this classification are sedans, hatchbacks, wagons, and smaller SUVs.
- Class 2a (6,001 – 8,500 lbs) - All two-axle, four-tire electric vehicles with a GVWR between 6,001 and 8,500 pounds. Examples of vehicles typically in this classification are light-duty pickup trucks, SUVs, and minivans.
Light-Duty Vehicles (Class 2b) and Medium-Duty Vehicles (Class 3 to Class 6)*
Eligible vehicles, qualifying for a $10,000 incentive, meet the following criteria:
- Class 2b (8,501 – 10,000 lbs) - All two-axle electric vehicles with a GVWR between 8,501 and 10,000 pounds. Examples of vehicles typically in this classification are heavy-duty pickup trucks, full-size cargo vans, full-size passenger vans, utility service vans, or fleet support vehicles.
- Class 3 (10,001 – 14,000 lbs) - All two-axle electric vehicles with a GVWR between 10,001 and 14,000 pounds. Examples of vehicles typically in this classification are flat bed trucks, box trucks and extended bed cargo vans among others.
- Class 4 (14,001 – 16,000 lbs) - All two-axle electric vehicles with a GVWR between 14,001 and 16,000 pounds. Examples of vehicles typically in this classification are delivery vans, small buses, and conversion vans about the size of an ambulance.
- Class 5 (16,001 – 19,500 lbs) - All two-axle electric vehicles with a GVWR between 16,001 and 19,500 pounds. Examples of vehicles typically in this classification are RVs, dump trucks, or medium-size refrigerated trucks.
- Class 6 (19,501 – 26,000 lbs) - All two- or three-axle electric vehicles with a GVWR between 19,501 and 26,000 pounds, generally configured with two or three axles depending on body configuration and application. Examples of vehicles typically in this classification are buses, medium size cargo trucks, or delivery trucks.
Neighborhood electric vehicles (NEVs), such as electric golf carts and other similar EVs, are not eligible for an incentive.

EV Charging Equipment Eligibility
Any brand of Level 2 charging equipment with standard connectors available for use by all EVs is eligible provided that the charging equipment is:
- ENERGY STAR® Certified
- Dual port
- UL2594 listed
- Capable of networking with a state compliant network provider
Any brand of DCFC charging equipment is eligible provided that the equipment is:
- Dual port
- UL2202 listed
- Capable of networking with a state compliant network provider
- DCFCs that are ENERGY STAR® Certified are eligible for an additional $5,000 incentive

Overburdened Municipalities
To be eligible for additional incentive, chargers and vehicles must be located in an area designated as an Overburdened Municipality by the Community Energy Planning Program, Docket No. QO21091113.
